I just dueled with an unnamed opponent and he special summoned this card from teh graveyard by its own effect. However I am 100% sure he couldnt, but since it was recording I didnt want to call a mod in, plus it was unrated. The effect is:

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned, except by having 10 or more Monster Cards in your Graveyard. Once per turn, you can Special Summon 1 Level 8 or higher Fairy-Type monster from your hand or Graveyard. Its effect(s) is negated, and its ATK becomes 4000.

The fact that it doesnt say he can special summon it from the graveyard in the effect should mean he can.

Am I correct or incorrect.

Some monsters such as "Red-Eyes Darkness Metal Dragon" and "Voltanis the Adjudicator" have Special Summon conditions listed on their card text but do not specify where they must be to be summoned. Unless otherwise specified, these monsters with such Special Summoning conditions are always Special Summoned from hand. The same rule applies to Special Summon-only monsters and Nomi monsters.
